What is a construction nuisance?
A construction nuisance is a negative externality generated during construction, demolition or transformation of buildings, structures or during road works. Excessive noise, vibrations, congestion or debris littering the ground, dust and odor emissions, impacts on traffic or parking, etc, are all nuisances affecting quality of life. Although certain externalities are unavoidable, the fact remains that construction site managers are required to respect certain measures aimed at reducing nuisances as much as possible.
Why a public consultation on this topic?
The public consultation on the theme of nuisances related to construction sites is one of the commitments that the borough must fulfill within the framework of the investigation conducted by the Ombudsman of the Ville de Montréal in relation to the construction site at 1420, boulevard du Mont-Royal. What are the permitted construction work hours in Outremont?
Excavation, blasting, construction, modification, repair or demolition of a building, delivery of materials and other similar work are prohibited between 7:00 p.m. and 7:30 a.m. from Monday to Saturday and all day on Sundays and holidays.
The use of construction machinery (e.g. crane, mechanical shovel, scraper, etc.) is prohibited between 6:00 p.m. and 7:30 a.m. Monday to Friday and all day Saturday, Sunday and statutory holidays.
The use of jackhammers or crushers is prohibited between 4:00 p.m. and 10:00 a.m. Monday through Friday and all day Saturday, Sunday and holidays.
