The Grand parc de l'Ouest is a concrete project aiming to create a Montréal 2030 that will have achieved its ecological transition with its entire population onboard. Having a surface area of more than 3,000 hectares (30 km²), the park has the potential to become Canada’s largest municipal park. It is an ambitious collective project that confirms the city’s will to protect natural environments and to preserve biodiversity. In the context of an ecological transition, the durability of our ecosystems contributes to Montréal’s increased resilience in facing climate change.
The park offers new points of contact with nature and includes all five nature parks of Montréal’s West Island: Anse-à-l'Orme, Bois-de-l'Île-Bizard, Parc agricole du Bois-de-la-Roche, Cap-Saint-Jacques and Rapides-du-Cheval-Blanc, in addition to various areas of interest located in boroughs or related municipalities.

The West Island Model Aeronautics Club (WIMAC) is a recreational and social Club of approximately 100 adults, seniors and minors who are passionate about our Club’s activities which consist of building, perfecting and occasionally flying, safely and responsibly, our Radio Controlled (RC) airplanes, helicopters, drones and gliders. The outdoor facility we have been using for the past 38 years is located on the green space acquired by the City of Montréal in December 2019. The area we have always been legally permitted to fly over represents less than 0.6% of the green space of the area defined by the City as Grands Parcs de l’Ouest. The area that Club members use to prepare and take off/land their equipment and park their cars represents less than 0.04% of the total Grands Parcs de l’Ouest area. We are affiliated with MAAC which sets Canadian RC safety rules in accordance with Transport Canada regulations and all members are acutely aware of and respect wildlife and ecological considerations in the small area in which we fly. Our activities include constructive and collaborative relations with Pierrefonds residents in areas closest to our field, including annual flight shows and BBQs for our neighboring residents. We also provide essential support for Montréal area universities who regularly use our site to test their RC aircraft for research and competition purposes. We also provide support for organizations such as the Air Cadets. The club is considered an invaluable inspiration for our younger members in their future potential for aviation careers in the Montreal area. We are considered a life-line for several Montréal area hobby shops. We also represent an invaluable source of social, mental and physical activity for our members, especially retired senior members. In the context of the City’s acquisition of this land we have spent the months since December 2019 searching for possible alternative sites within reasonable distance from the island of Montréal. Due to Transport Canada and Québec land use regulations, no other suitable site for our activities has been found within an hour’s drive of our current site. WIMAC respectfully proposes that our activities be allowed to continue, with any necessary conditions to be established to meet possible valid concerns of the City or citizens. Allowing our Club to continue at its present site in a responsible fashion should not in any way detract from, but will indeed help meet, the City’s inspirational five Objectives and eight Main Components for les Grands Parcs de l’Ouest, which we fully support. The location of WIMAC is unsuitable for bike paths and walking due to its susceptibility to flooding and some inhospitable thickets. Our club members will continue to absorb all and any costs related to the upkeep of the facilities and grounds on which we operate. We further propose continuing paying rental to the City, as we have to past owners of the land. Protect and enhance areas of high springtime inundation to create VERNAL POOL conditions. Many locations have already been partially created/recreated through past human agricultural practices (accidental excavation in wet areas by tractors and other farm machinery). I think notably of Pierrefonds West and have seen frog spawn including that of wood frogs in these artificial wet hollows. This would maximize the potential for amphibian populations to grow. And it would allow for increased diversity of planktonic and aquatic insect species which need isolation from the predatory species, including fish, that are associated with the usual hydrological network, that is, rivers, streams, creeks, drainage ditches. This all creates a food source at critical times following winter that works its way up the trophic pyramid. Water in vernal pools, that largely dry out midsummer, both enters and leaves through the atmosphere via transpiration and evaporation. They are NOT marshes, NOT bogs, NOT "swamps". Wildlife, in general, makes very good use of vernal pool conditions. Vernal pools, ephemeral by nature, are, sadly, unrecognized in Quebec's laws defining wetland habitat needing protection and seem unreferenced in Montreal's public documents. There is opportunity here to do something unique and of unquestionable value if Montreal is up to it. An added benefit, of primordial value in the age of climate change and rising water levels in rivers, is that they sequester water at the height of the spring runoff for slow release through the atmosphere. This mitigates flooding while simultaneously charging the atmosphere with water. They typically hold onto their water until mid June and even to early July depending on their depth and capacity. The clay substrate in the fields of Western Pierrefonds offer up great potential for water sequestration and lies close to base level given the proximity to the Lake of Two Mountains and the Rivière des Prairies. All around excellent value! I would be happy to supply reference material if needed.

Provide easy access for pedestrians and cyclists to cross over the highway 40 from existing Angell Woods area to the Anse-de-l'Orme area. Existing roadways and bridges are very busy (and designed for car traffic) and dangerous for young families/kids.
