LaS-O: an Inspiring Sector to Imagine

The borough of LaSalle would like to reflect together on the future of the LaSalle Ouest (LaS-O) sector, located within a one-kilometre radius of the LaSalle commuter train station*. The goal is to create a collaborative, structuring and innovative vision of the sector and to plan its development.

There are many issues at stake: conservation of the industrial and railway heritage, mobility, user-friendliness and safety of travel, land development, demographic growth, greening and sustainable development are just some of the concerns that will drive the debate.

This participatory process aims to gather ideas and proposals from residents and community stakeholders in order to draft a development vision for the LaS-O sector, ultimately leading to the adoption of a special planning program (PPU) for this area.

*Within this perimeter, a sector to be consolidated has been identified (see map). It is essentially this area that will be the focus of redevelopment considerations.

    At its Borough Council meeting on Tuesday, December 13, 2023, the Borough adopted the final detailed planning report for the LaSalle Ouest (LaS-O) sector.

    This report is the result of the various stages of the process begun in February 2022. The objective of this exercise was to create a concerted, structuring and innovative vision of the sector and to plan its development.

    The detailed planning of the LaS-O sector defines a vision and development guidelines that will help transform the sector into a complete living environment based on responsible densification, harmonized uses, quality urban design and improved accessibility. The proposed actions will be spread over a number of years and the transformation of the sector will require coordination, consultation and communication efforts on the part of all stakeholders.

    As it may be recalled, the project was carried out with the financial support of the Communauté métropolitaine de Montréal (CMM), and the Borough was assisted in this exercise by the AECOM firm and the Centre d’écologie urbaine de Montréal (CEUM), both of which specialize in participatory urban planning projects.

    To summarize the results of the online survey and share the next steps in the participatory process, residents are invited to an information meeting, Tuesday, December 6, 7 p.m., at the Borough Hall, 55 avenue Dupras.

    The presentation will be webcast live. The link to access the webcast will be available a few minutes before the meeting on montreal.ca/en/lasalle.

    Let's remember that between September 29 - October 13, 2022, residents were invited to respond to the online survey designed to determine support for the proposed vision of the LaS-O sector and to identify the strengths and weaknesses of the various scenarios suggested.

    In collaboration with AECOM and the Montréal Urban Ecology Centre (CEUM), residents are invited to take part in a ten-minute online survey until October 12, 2022. The purpose of the survey is to measure support for the proposed vision of the neighbourhood as well as identify the strengths and weaknesses of the various scenarios suggested following the subsequent consultation stages.

    Your participation in this exercise is important, because it will contribute towards achieving the objective we had set for ourselves, which is to create a concerted, structuring and innovative vision of the sector and to plan its development.

    After gathering ideas and proposals from residents and community stakeholders through various consultation activities: meetings, co-creation workshops and an interactive map, the borough has submitted its first detailed report.

    Following the first conclusions of these activities, the summary report (in French) details the portrait of this sector as well as the vision and the development guidelines for the sector. Towards the end of the summer, three development scenarios will be proposed through an online survey.

    In collaboration with AECOM and the Centre d'écologie urbaine de Montréal (CEUM), we invite you to identify—on the interactive map—the places or facilities to be improved or preserved in the sector in question. The primary purpose of this exercise is to collect—in a targeted way—opinions related to the issues and needs of the sector. The data collected will help guide our reflections in preparation for the public co-creation workshop that will take place on March 22.
