In the early 1990s, Outremont was one of the first cities in Quebec to adopt a bylaw on site planning and architectural integration programs (SPAIP). To continue the monitoring and control of its built environment, an overhaul of Outremont’s SPAIP bylaw has become inevitable in order to adapt it to today's new challenges and realities while preserving the achievements of the past.
