La Sainte-Catherine - Phase 2

The consultation report for the Sainte-Catherine Ouest project between rue Saint-Marc and avenue Atwater (last phase of the project) is now available. After conducting an online survey in fall 2022 and participatory workshops in spring 2023, the consultation report reveals a desire for larger green spaces, more pedestrian space, exploration of ways to pedestrianize streets, more areas for relaxation and socializing, and more street furniture. More than 750 people took part in the last public consultation regarding the Sainte-Catherine Ouest project!

We would like to thank all participants who have taken our survey pertaining to the redevelopment of Rue Sainte-Catherine Ouest, between Rue Saint-Marc and Avenue Atwater. We are also grateful for those who have contributed to the interactive map.

The results of this last survey will be presented in a report scheduled to be published by the spring of 2023.

The data collected will provide the city’s design team with the information needed to ensure that this segment of Rue Sainte-Catherine meets citizens’ needs and vision.

Last March, during the information session, we had announced upcoming work beginning in the winter of 2023 for the Sainte-Catherine Ouest and Peel projects. Due to very high bids, the call for tenders has been canceled.

Given the obsolete state of underground infrastructures, the city has decided to relaunch a call for tenders as of January, placing a high priority only on the work to be carried out on Rue Sainte-Catherine Ouest and Rue Metcalfe, as shown on the attached plan. The new schedule projects work beginning during the summer of 2023, after the Formula 1 Canadian Grand Prix.

The call for tenders will pertain to the work projected for 2023-2025 on the following streets:

• Rue Sainte-Catherine between Rue Mansfield and Rue Peel;
• The intersections of: Sainte-Catherine/Peel, Sainte-Catherine/Metcalfe and Sainte-Catherine/Mansfield;
• Rue Metcalfe between Rue du Square-Dorchester and Place Mont-Royal;
• Rue Mansfield between Boulevard René-Lévesque and Rue Sherbrooke (a few months in 2025).

The Peel project, between Boulevard René-Lévesque and Rue Sherbrooke will be covered by a separate call for tenders and will be carried out starting in 2026. Further information will be provided.

After the contract is awarded in the spring of 2023, details regarding the projected work will be presented during an information session.

The consultation report regarding the Sainte-Catherine Ouest Project between Rue Bishop and Saint-Marc is now available. The results of the consultation that took place last summer – which included an online survey and two participative workshops – point to a strong desire to improve the pedestrian experience by integrating more trees and plants, adding more spaces for socializing and resting, all while strengthening the distinctive character of this emblematic commercial road.

Thank you to everyone who participated in the consultation workshop on Tuesday July 12 and/or completed the survey on the redevelopment of Rue Sainte-Catherine West between Rue Bishop and Rue Saint-Marc.

These activities were aimed at better understanding residents’ needs and aspirations, to help refine the redevelopment project for this portion of the street while also improving the pedestrian experience and enhancing the distinctive character of this renowned commercial artery.

The workshop and survey results will be documented in a report by TACT Communications, to be published on this site in fall 2022.

These results will be taken into consideration by the city’s design team to ensure that the section of Rue Sainte-Catherine between Bishop and Saint-Marc meets Montrealers’ needs and vision. The selected concept is expected to be unveiled in late spring 2023.

The next phases of the redesign projects for Sainte-Catherine Ouest and Peel will converge in the same area. Work will also be necessary on Rue Metcalfe and Rue Mansfield.

Given the scope of work to be done in this key part of downtown, Montréal has decided to combine the projects into one. Communications about the two projects will also be integrated to better transfer information to residents, businesses and users.

In order to better plan the work and shorten the construction time, major work will begin in 2023. Only a few small-scale preparatory actions with limited impact are scheduled for fall 2022.

Work in the next stage will be in the following areas:

• Rue Sainte-Catherine O., between Rue Mansfield and Rue Peel

• Rue Metcalfe, between Rue du Square-Dorchester and Place Mount-Royal

• Rue Peel, between Boulevard René-Lévesque O. and Boulevard De Maisonneuve O.

• Rue Mansfield, between Boulevard René-Lévesque O. and Rue Sherbrooke O.

Once the contract has been awarded, details about the project will be presented during an information meeting scheduled for fall 2022.

The transformation of Rue Sainte-Catherine Ouest, between Rue De Bleury and Rue Mansfield, is in its final stages. The completion of the first section (external links) will coincide with the start of the next phase (Lot 1) in the summer of 2022, with work operations slated to continue up to Rue Bishop.

In keeping with the work already done east of Rue Mansfield, this next transformation phase is aimed at modernizing outdated underground infrastructures, including century-old sewer and water service networks, and improving urban infrastructures. These work operations will highlight the distinctive character of this iconic commercial strip by turning it into a pleasant and attractive living environment for all residents.

Specifically, the following work operations will be performed:

• Replacement of outdated underground infrastructures
• Reconstruction of roads and sidewalks using concrete paving blocks
• Widening of sidewalks and inclusion of a space for pedestrians to foster a greater sense of safety
• Significant increase in the number of seated spaces (48 per cent)
• Planting of 133 new trees (increase of 81 per cent)
• Implementation of commemorative bronze plaques highlighting the heritage value and rich history of Rue Sainte-Catherine
• Addition of distinctive new street furniture (benches, tables, bike stands) to allow various users to appropriate the street

The 2019 public consultation confirmed the need to put pedestrians front and centre in the new infrastructures on Rue Sainte-Catherine Ouest. Pedestrians will be able to benefit from an inviting Rue Sainte-Catherine Ouest also made quieter by the removal of on-street parking spaces in favour of a larger and universally accessible pedestrian space. A temporary stop zone for deliveries will be preserved on the south side of the street.

Pedestrians will also benefit from small urban squares and redeveloped spaces that can host cultural, artistic and commercial events. The entire stretch of Rue Sainte-Catherine will thus be developed so that seasonal and occasional events can be held year-round. Spaces for terraces will also be added to improve the user experience.

When the work is completed, users and visitors to Rue Sainte-Catherine Ouest will be able to enjoy a safer, more people-friendly and more attractive commercial street.
